California Moves Forward with Artificial Stone Ban as Silicosis Cases Rise Among Countertop Fabricators

For years, artificial stone countertops have been marketed as a durable and attractive alternative to natural stone. But behind the popularity of these products lies a growing occupational health crisis that has devastated the lives of countertop fabricators throughout California and around the world. 

California will become the first state in the nation to prohibit the sale, distribution, and fabrication of high-silica artificial stone products. The action comes after hundreds of California workers have been diagnosed with silicosis and related diseases linked to the fabrication of artificial stone slabs. 

The California Occupational Safety and Health Standards Board recently voted to ban artificial stone products containing more than 1% crystalline silica. The decision reflects increasing recognition that existing exposure controls do not prevent workers from developing life-altering and fatal illnesses. 

Why Artificial Stone Is Different 

Artificial stone, sometimes referred to as engineered stone, is typically composed of approximately 90% or more crystalline silica combined with resins, pigments, glues, heavy metals and other chemical compounds. When fabricated, highly toxic volatile organic compounds (VOCs) are released into the air. 

The danger arises during fabrication. Cutting, grinding, drilling, polishing, and finishing artificial stone slabs releases enormous quantities of respirable crystalline silica dust. These particles are nano-sized and penetrate deep into the lungs when inhaled. 

California health officials have documented more than 600 cases of artificial stone silicosis among workers associated with artificial stone fabrication since 2019, along with at least 31 deaths. 

Those numbers represent one of the most significant occupational disease outbreaks seen in California in decades. 

A Disease That Continues Despite Existing Controls 

For years, fabricators have been instructed to use water suppression systems, ventilation equipment, respiratory protection, and other dust-control measures while working with artificial stone. 

Yet workers have continued to develop silicosis. 

This reality is at the heart of California's decision to move toward a ban. Hundreds of peer-reviewed studies have shown that crystalline silica artificial stone cannot be fabricated safely by human workers. 

Silicosis is a progressive, irreversible lung disease caused by inhalation of crystalline silica dust. The disease scars lung tissue and severely limits a person's ability to breathe. Exposure has also been associated with lung cancer, autoimmune disease, kidney disease, and other serious health conditions. 

Many workers diagnosed with artificial stone-related silicosis are relatively young and developed advanced disease after only a few years (or as little as a few months) of fabrication work. 

The ongoing emergence of new cases has led many occupational health professionals to conclude that there is no safe way to fabricate high-silica artificial stone products. 

California Follows Australia's Lead 

California's action mirrors developments in Australia, which implemented a nationwide ban on artificial stone in 2024. 

Australia's decision followed years of alarming silicosis diagnoses among countertop fabricators. By the time the ban was enacted, approximately 1,000 worker deaths had been linked to silicosis associated with artificial stone exposure, according to reports cited by House Digest. 

Australian regulators ultimately concluded that available control measures were insufficient to adequately protect workers from the hazards created during fabrication. 

The California ban reflects similar concerns. 

Rather than continuing to rely on exposure-reduction measures, regulators are pursuing removal of the primary source of exposure itself. 

What the Ban Means 

Importantly, the focus of California's action is not on consumers who already have artificial stone countertops installed in their homes. 

The public health concern centers on the workers who fabricate the slabs before installation. 

Once installed, the silica within the countertop remains bound within the finished product. The danger occurs during fabrication processes that generate airborne respirable silica dust. 

As a result, the prohibition is aimed at preventing future occupational exposure among fabricators, polishers, cutters, and other workers involved in producing finished countertops. 

Industry Shifts Toward Silica-Free Alternatives 

Many manufacturers have already developed products that do not rely on high concentrations of crystalline silica. 

According to House Digest, companies are exploring alternatives that utilize recycled glass, porcelain clays, soapstone, feldspar, and other materials designed to provide comparable appearance and performance characteristics. 

The transition reflects a growing recognition that worker health concerns have fundamentally changed the future of artificial stone products. 

As California moves to ban artificial stone, the countertop industry is likely to continue shifting toward lower-silica and silica-free materials that do not carry the same devastating risks associated with fabricating crystalline silica artificial stone. 

The Human Cost of Artificial Stone Exposure 

Regulatory action often focuses on statistics, but behind every silicosis diagnosis is a worker whose life has been permanently altered. 

Fabricators diagnosed with silicosis face progressive loss of lung function, diminished quality of life, and uncertainty about their future health. Families are left coping with the emotional, physical, and financial consequences of a preventable occupational disease. 

The growing number of diagnoses in California has brought national attention to the hazards associated with artificial stone fabrication and has prompted a fundamental reevaluation of whether these products can be safely manufactured at all.
